SBS 2003 Outoging Fax Problem w/Error 32028 (Cannot send - fatal error)

Hello,

Fax module in SBS 2003 is great...but we just cannot solve one
problem.

Incoming is no problem. But outgoing won't go. Here is what happens.

1. Outgoing fax job appears in outbox
2. Modem starts dialing
3. Modem starts negotiating when recipient's fax machine answers
4. We hear the familiar high pitch noise for about 3 seconds
5. Modem goes silent
6. "Status" of the job becomes "Fatal Error"
7. Both Administrator and domain users lead to the same result
8. This happens with any working number. Tested 12 different working
number, which were confirmed with separate fax machines.

In the EventViewer and activity log, the following warning/error
message appears, respectively. (I changed the company name and fax
numbers)

We tried changing temp folder permission to reducing the speed down to
9600, turn flow control off.....and nothing seems to have effect on
it...

This is the server specs and some other information.
1. SBS2003 ver. 5.2 (3790)
2. P4 3.2GH
3. 3GB RAM
4. Modem - AOpen FM56EXV
5. Phone line, which has a specific phone number is dedicated to the
server, no other device attached.

I heard something about ISA can easily cause this.....well, but I have
no idea how to look into this.... Could anyone please help me make it

Hello Cris,

Thank you very much for the response. The modem we use is a simple 1 port
external AOpen 56k External V.92.

The current speed is set to 38400. I did speed it down to 9600, and gave me
the same error. I also tried turning off compression, which resulted in the
same error.

I also tried everything Jacky recommended me do in her post, which was
posted after yours, but resulted in the same error......

Thanks for posting back.

Have you done step 5? what's the result? Please send fax via fax wizard and
Outlook, from SBS server and client separately.
Please let me know the result. Is there any error message when you send fax?

In addition,Please send me all the log files that I mentioned before.

1)All the log files under C:\Program Files\Microsoft Integration\Windows
Small Business Server 2003\Logs.

2)The ''faxsetup.log'' file under ''C:\WINDOWS\''.

3)send the log file in the following folder:

C:\Documents and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\ActivityLog

4)Setup MPS report.

a. Visit

Thanks for posting here.

From the description, I understand the issue is that you cannot send
fax,but receive fax properly. If I am off base, please

don't hesitate to let me know.

Let us refer to the following steps to troubleshoot the issue:

Step 1

1.Reduce the baud rate of the incoming fax modem and see how it goes.

A. Open My Computer -> Control Panel -> Phone and Modem Options.

B. On the Modems tab, select your modem from the list and click Properties.

C. On the Advanced tab, click Change Default Preferences.

D. The Port speed is 115200 by default; change it to 9600 and see how it
goes.

2. Try turning off compression. To do this, repeat steps 4.A-4.C above, and
then change Compression to Disabled.

3. In Control Panel, double-click Phone and Modems. Select the modem on the
Modems tab and click Properties. Click Update

Driver on the Driver tab, use the Microsoft Standard 56K Modem driver and
see if Fax works.

Step 2: This issue can occur if the system drive is formatted using NTFS
and the Domain Users group does not have the proper

permissions to submit the job to the Fax queue folder.

To resolve this issue:

1. Open %systemdrive%\Documents and Settings\All Users\Application
Data\Microsoft\Windows NT folder.

2. Right click MSFax and select Properties. On the Security page, make sure
Users group has the permission to write.

Step 3: The problem occurs when the users don't have enough permission on
the Fax.

1. Click the Start button, point to Settings, and then click Printers and
Faxes.

2. Right-click the Fax, click Properties, and then click the Security tab.

3. Click Permissions and verify that the user attempting to fax has at
least Print permissions.

4. Verity that the "Fax" Printer is shared with the following permissions:

"Everyone" Group - "Print" permission.

"Administrators" Group - "Print", "Manage Printers", "Mange Documents"

permissions.

"Creator Owner" Group - "Mange Documents" permission.

"Print Operators" Group - "Print", "Manage Printers", "Mange

Documents" permissions.

"Server Operators" Group - "Print", "Manage Printers", "Mange

Documents" permissions.

Step 4.Please check the following folder's permission on the SBS machine:

\windows\temp\

%temp%

\windows\system32\spool\ (and its subfolders)

Step 5.

1.How do you send your fax? By fax wizard? Outlook?

On the SBS server, please click Start -> All programs -> Accessories ->
Communications -> Fax -> Send a fax. Then, try to

send a fax. Please capture screenshots of any error message that you
receive in the process.

2.Go to XP client,make sure it have installed fax client for XP SP2,do the
same above,send a fax via fax wizard,what's the

result?

3.If you have configured the fax client on the Windows XP computer
correctly, this issue can occur if the Fax Mail Tranport

component is not installed or corrupted in Outlook. I suggest you perform
the following steps on the client computer:

1. Click Start, click Control Panel, and then double-click Mail.

2. Click E-mail Accounts. Click "View or change existing accounts" and
click Next.

3. If the "Fax Mail Transport" item is listed, delete it.

4. Click Add and then click Additional Server Types.

5. On the "Additional Server Types" page, click Microsoft Shared Fax Mail
Transport, and then click Next. Remove the Fax Mail

Transport service from the list of server types.

6. On the E-mail Accounts page, click Finish.

7. Click Close. Check if you can send faxes in Outlook.

If this is not the case, proceed with the 'Reinstall FAX Component' steps:

1.Rename the keys and files below to *.old

1)HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax

2)HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Fax

3)C:\Program Files\Microsoft Windows Small Business Server\fax

4)The 'SBSMIS-FAX.log'file under 'C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs'.

5)The 'SBSMSI-faxcfg.log'file under 'C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs'.

6)The 'faxsetup.log'file under 'C:\WINDOWS\'.

2.Access Add/Remove Programs, Add/Remove Windows Components, uncheck 'Fax
Services' to uninstall it.

3.Once it is uninstalled, access Add/Remove Programs to reinstall it.

4.Then, access 'Add/Remove Programs again', this time, we will click
'Change/Remove' on the 'Windows Small Business Server

2003' item:

1)Click 'Next' on the 'Microsoft Windows Small Business Server Setup' page.

2)Click 'Next' on the 'Windows Configuration' page.

Note: It states that 'This will take approximately 30 minutes', it is
referring to the total time it will take in the first

SBS component installation. For the task such as remove a specific
component, it will just take couple of minutes.

3)Now, in the 'Component Selection' page, choose 'Remove' before the 'Fax
Services' item.

4)Click 'Next', and then click 'Next' again to confirm 'Component Summary'.
You will be prompted to insert the SBS 2K3 setup

Disc 1.

5.Once the removal process is completed, access 'Windows Small Business
Server setup' again in 'Add/Remove Programs', proceed

to the 'Component Selection' page, and then choose 'Install' for the 'Fax
Services' item.

6.Run the Configure Fax Services wizard from the Server Management console

7.Check if the problem can be reproduced. If so, is the problem symptom
exactly the same as before?

step 7.

check the sending fax device. If possible,replace the modem to see if the
issue still occur


If the problem still occurs after performing the 7 steps above, please
gather (and zip) the newly created FAX setup &

configure logs to me:

1)All the log files under C:\Program Files\Microsoft Integration\Windows
Small Business Server 2003\Logs.

2)The ''faxsetup.log'' file under ''C:\WINDOWS\''.

3)Setup MPS report.

a. Visit

Thank you very much for your response. I tried all the steps you specified
on both Clients and server.

I am still not able to send fax. I will email you the logs you requested,
and I certainly hope that you can give me some good answers soon...

Hi Kent,

Thanks for posting back.

Let us refer to the following steps to troubleshoot the issue:

1.I look at the activity log,find the following sentence.

The telephone line quality is poor, and the fax cannot be received
correctly.

So please make sure the phone line is good,if possible,please change the
phone line to see if it helps.

2.Check the following to see if there are files in the queue,please clear
the folder.
C:\Documents and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\Queue

3.Many newer modems (mainly USB) have a FIFO buffer to improve performance.
However, this can cause issues with connectivity and result in a high
number of lost faxes. To change the settings go to the properties of the
modem, Advanced Tab, Advanced Port Settings, and move both slide bars to
the left. If possible,change a modem to see if it make any difference.

4.To isolate the issue, I suggest that you perform a clean boot on the
server. A Clean Boot will allow us to isolate any device drivers or
programs that are loading at startup that may be causing a conflict with
other device drivers or programs that are installed in your computer.

You may run the following steps to perform clean boot:

a. Click Start, and then click Run.

b. In the Open text box, type MSCONFIG then click OK.

c. On the System Configuration Utility window, click the Startup tab and
click the "Disable All" button to remove the checkmarks from each line in
the list.

d. Then, click the Services tab, add a checkmark to the "Hide All Microsoft
Services" item then click "Disable All".

Note: This disables all third party service items.

e. Click the OK button and restart your computer. Please ensure that all
the third party related services are stopped (services.msc) on the SBS
server.

f. Then please monitor the server to see if it helps.

5.Have you reinstalled FAX component? run fax configuration wizard,If all
above still not working,Please reinstall FAX, the steps I have listed in my
previous reply.

I know this is a very old post, but i have the same problem
Windows Server 2008 R2
everything works fine...even sending fax for all the users works fine
except for one specific user. I'm getting the same "Fatal Error" you had. I
also tried everything like you said. no luck

and this is from the activity log:
"Transmission error" "Unknown fatal error" "0x0000000c"

please let me know if you found a solution
