c0070002 error running Exchange System Manager

Hello,
I have a Windows 2003 SBS server running Exchange, and when I try to open my
Exchange System Manager I get the following error:

The system cannot find the file specified.

Facility: Win32
ID no: c0070002
Exchange System Manager

I also get the same error when I attempt to view properties of a user in
Active Directory Users and Computers.
I assumed that something was corrupt or deleted in the Exchange Management
Tools, so I tried to run setup to remove them. When I run SBS Setup (either
from Add/Remove programs or CD 1), it goes stops right at the beginning
(when it starts counting 1 of 40, it gets to 19 of 40 and stops). The
Application Log shows the following events:

9/2/2004 8:31:33 AM Application Error
Error (100) 1000 N/A DMP-SERVER
Faulting application SETUP.EXE, version 5.2.2651.0, faulting module
ntdll.dll, version 5.2.3790.0, fault address 0x0001d61b.

Error (1) 1005 N/A DMP-SERVER
The description for Event ID ( 1005 ) in Source ( BOExchangeSetup ) cannot
be found. The local computer may not have the necessary registry information
or message DLL files to display messages from a remote computer. You may be
able to use the /AUXSOURCE= flag to retrieve this description; see Help and
Support for details. The following information is part of the event: The
system cannot find the file specified. Facility: Win32 ID no: c0070002

anything useful. One document on the c0070002 error talks about DNS
problems. I have checked that. My DNS server that hosts my AD DNS zone is
OK and the server uses that DNS server for it's primary DNS.
I have loaded the Exchange Management tools on a workstation and they work
fine. I just can't seem to get my server fixed.

Any ideas????

I am logged on via Terminal Services (I guess it's called Remote Desktop in
2003) as the administrator. I have also tried from the server console and
get the same error messages.

I am logged on via Terminal Services (I guess it's called Remote Desktop in
2003) as the administrator. I have also tried from the server console and
get the same error messages.
