I understand that you encounter error 51228 on the SBS Server.

Based on my research, the issue can be caused if one or more of the
following conditions are true:
1. The configuration information cannot be saved because insufficient disk
space exists.
2. A write lock exists on the Metabase.xml file.
I suggest that you perform the steps in the KB902161 to see how it goes.
902161 Event 51228 is logged in the System log, and changes are not saved
to the Metabase.xml file after you make configuration changes in IIS 6

If the issue persists, please help me to gather following information for
research:
a. On the SBS Server, go to Start -> Run "services.msc" (without quotation
marks), restart the IIS Admin Service, will the issue disappear?
b. What is the tool you use to save the Metabase, please? For example,
MBExplorer or Backup/Restore Configuration.
c. Is your SBS 2K3 Server working correctly? Can your Exchange Server
send/receive emails? Is there any symptom on your SBS Server?
d. When did the issue occur? Did you have this issue before? If no, did you
make any changes or install any updates/software on the SBS Server
recently?
