Hello,

I get this 1023 error in event viewer but cannot find any reference to
outlook as an event id 1023 anywhere in Google. The full error message
is "Windows cannot load extensible counter dll Outlook, the first
DWORD in data section is the error code".

Hello,

I managed to get rid of the error message by removing a file in the
system32 folder called outlperf.ini. It looks though that there is a
dll file missing, causing the error. The .ini doesn't mention one
though.

The source of this EventID 1023 is not Outlook, but Perflib.

which unfortunately has no examples of this Perflib error regarding
Outlook.

Can you post the error code?
Or look it up yourself:
convert the hexadecimal error code to a decimal number, and then
get the text of the error by typing at a command prompt:

net helpmsg <decimal error code>

No one seems to have written about this problem, it must be very rare.
The error code as a data word is 0000: 000036b1 or in bytes is b136.

Removing the outlperf.ini stopped the error messages so far.

OK, hex 36b1 = dec 14001
system error 14001 is called ERROR_SXS_CANT_GEN_ACTCTX

net helpmsg 14001 translates this to:
"The application has failed to start because its side-by-side
configuration is incorrect. Please see the application event log
for more detail."
